Improve confusing settings links

To get to preferences you must go to “User” → “API Keys” → “Preferences” and the setting icon buttons open the Clerk modal for user and organization.

Proposed change:

• Setting icon should go to “Preferences”

• On preferences page, show button to open Clerk user model

• Keep organization settings button on the selected organization in user dropdown.
